Light lucy can still drop. It's a known bug that will be patched after season so everyone can have a fair playing field during the season.

And yeah, this fix will be coming as soon as Dawn of Light season is over.
After the fix, Gib, Kiwi and Fallen Lucifer won't be available with Deck Master anymore.
