Double Scepter of time?!

I played the game recently and I notice that even though you got the scepter of time in the skill tree there is still a posibility that you will still get another scepter of time. I'm just confused will the second scepter work or it is just as good as dust fodder?

After you win a game, you get a second scepter for the bonus round, but only in singleplayer
