Is it a known issue that Wolf is very rare? I have often played and got many more of all of the "Rare" towers than Wolves. It seems like it's deliberate (for balancing), but I just want to make sure.

It's honestly just luck of the draw. I've had games where the first dozen Rare cards I got were all Wolf. But it feels particularly rare when you're trying to draw them exclusively.
